Canadian Court Did Not Declare APC a Terrorist Organization


The All Progressives Congress (APC) has dismissed reports circulating in the media claiming that a Canadian court declared the party a terrorist organization. The party has urged the public to disregard the misleading claims, describing them as false and mischievous.



The case in question, Douglas Egharevba v. The Minister of Public Safety and Emergency Preparedness, was a judicial review of a decision by the Canadian Immigration Appeal Division (IAD). The IAD had ruled that the applicant was inadmissible to Canada under the Immigration and Refugee Protection Act (IRPA).


In a decision delivered on June 17, 2025, Justice Phuong T.V. Ngo dismissed the application, holding that the applicant was a member of the Peoples Democratic Party (PDP), and that the PDP engaged in acts of subversion under Canadian immigration law. The judge stated that the PDP and its members carried out actions that undermined democratic processes for the improper purpose of holding onto political power.


The only reference to the APC in the ruling appeared in the background section, where the applicant claimed to have been a member of the party between 2007 and 2017. This claim was false, as the APC was not formed until 2013.


The court did not make any declaration about APC being a terrorist organization. In fact, the judge clarified that there was no need to analyze terrorism-related issues after finding that the subversion claims against the PDP were reasonable. The exact words were: “Having found that the IAD’s analysis on subversion was reasonable, this is sufficient to dismiss the application for review. I will therefore refrain from analyzing the IAD’s findings on terrorism.”


The APC emphasized that the court’s ruling was focused solely on the PDP and that the party was never on trial. Any suggestion that APC was declared a terrorist organization has no legal basis, as the party was not part of the proceedings.


The party urged members, supporters, and the general public to ignore the false reports and remain committed to democratic principles and nation-building.
